2 雾霾防治的主要措施

2.1 增强对雾霾形成的认知

若想更好的防治雾霾现象的发生, 就应该充分了解雾霾天气的形成和传播源, 才能从根本上去解决问题。因此, 同学们在学习化学过程中就应该充分去了解和解剖雾霾形因, 在了解了雾霾是由于大气遭受废气污染等因素所形成之后, 更有针对性的去提出预防解决措施。就比如知道了汽车尾气排放中的一氧化碳及其未燃烧的氮氢化合物等在碰上雾天时, 就会转化成二次颗粒污染物。同学们就可以有针对性进行防治, 积极倡导学校教师或家人、社会公众尽量使用电动车、自行车或是公交车等绿色出行方式, 以此减少汽车尾气的排放, 真正做到保护生态环境。

2.2 深化可持续发展理念

3 结语

在当今世界的十大环境问题当中, 化学工业就占据了十分之七, 皆是由于对化学缺少了解和实践所致。因此, 为了更好的防治雾霾天气这一空气污染, 不仅需要增强政府的相关手段方法, 更需要加强高中生自身的化学学习能力, 加深对雾霾的了解, 如此, 才能更好的提出解决措施, 真正促进我国环境的健康发展。

人地关系是高中地理教材组织的主线，可持续发展是地理的核心理念，而现在频繁出现的雾霾可以说是人地关系不和谐的集中体现，严重地威胁着区域的可持续发展，雾霾教育已成为地理学科培养学生正确的情感态度与价值观的当务之急，亟须从教材体系方面补上雾霾这一课。在高中地理课标修订前，地理教师可以在“可持续发展”一章中通过拓展延伸，补上雾霾一课。本文谈谈笔者的具体做法，以抛砖引玉，请教方家。

一、认识雾霾

（一）自主学习   解读雾霾的概念

什么是霾？霾和雾一样吗？PM2.5是什么意思？与霾有关系吗？教材中虽没有这些内容，但各种媒体有关雾霾的报道却铺天盖地，因此，可通过组织学生收集资料、制作卡片、图解雾霾等活动（详见图1），引领学生自主学习，通过对材料的分析、加工、比较、概括，区别霾和雾的不同，得出雾霾的概念，知道雾霾和PM2.5的关系，而非简单地接受教师下的定义，既激发了学习兴趣，又生成了相关知识。

（二）读图分析   了解雾霾的分布

1.雾霾的空间分布

对雾霾空间分布的规律性认识，可通过以下三种教学设计来帮助学生“生成”：一是教学时提供中央气象台某日的全国雾霾分布示意图，由学生说出我国雾霾出现地的空间分布特点;二是由学生在中央气象台网站查询多日雾霾分布图，总结我国雾霾多发区的空间分布规律;三是让学生根据自己所在省份的统计数据，如根据浙江省年度雾霾天数，绘出相应的雾霾地图（图2），看看自己家乡的圈圈大不大，感知小尺度区域雾霾分布的空间差异。

另外，还可以设计“避霾去哪儿”寻找避霾地活动，让学生据图（图3）圈出污染指数最小区域，说出地区名称，概括其分布特点，从而认识中国雾霾多发区的分布规律，提高地理空间分布格局的觉察能力。

2.雾霾的时间分布

采集环保局网上（环境空气质量实时发布系统）发布的各监测点在各时间段的监测数据，通过数据统计，把最近几天各监测点总体的空气质量指数AQI和PM2.5数值绘成折线图，观察同一地区一天内不同时间段PM2.5的峰值分布，总结出雾霾的日内时间分布规律。以杭州为例，早上八九点、晚上七八点的空气质量指数较大，下午一两点相对较小，因此空气中首要污染物PM2.5，早晚高峰时常常超过临界值1倍以上，从而引导学生得出雾霾形成与早晚高峰车流量大、汽车尾气排放大有关的结论，自然延伸到生活中该绿色出行、择时出行的问题。

（三）通过案例探究   分析雾霾的成因

组织学生进行探究活动，旨在发现问题、生成知识，而不是简单地获得结论。通过典型教学案例，引导学生根据所提供的信息探究雾霾成因，有利于培养学生的地理成因的分析概括能力和地理过程的分析预测能力。

笔者以杭州为例展开雾霾成因分析。

先提供浙江省雾霾带分布图（图4）和杭州有关地形、气象自然条件和工业、交通数据等资料（材料1～4），再让学生通过提取资料中有效信息的方式得出杭州雾霾的成因。

材料一：杭州自西向东地貌依次为山地、丘陵、平原，西部地区植被完好，但在东部平原地区地势平坦，河网交叉，植被覆盖指数低，人为活动相对频繁和集中，在湿度、风力条件适宜的情况下，东部地区是扬尘的主要发生地带。

材料二：近年来，随着城市化进程加速，近地面气流流经城区时明显减弱，杭州城区静风（距地面10米高处平均风速小于0.5米/秒）频率超过20%，秋冬季最高可达24%。另据统计，杭州城区7时和19时逆温频率平均达到60.5%和39.5%。

材料三：杭州冬季PM2.5有71%来自外地，二氧化氮和二氧化硫分别有65%、59%来自外地（见表1）。杭州冬季盛行西北风，西北风将工业聚集的西北部上游地区的大气污染物吹过来，与本地的污染物叠加。

材料四：杭州人均机动车保有量已经超过北京，居全国第一，在PM2.5中，机动车尾气的贡献率为39.5%，工业源排放的贡献率为34.8%。

通过探究，得出结论：造成杭州多雾霾的成因有三：一是三面环山的地形地貌所致。杭州位于两条雾霾多发带的交叉点上，一条为杭州—金华—衢州，地形特征为从平原向盆地转换，一条为杭州—绍兴—宁波，地形特征为处于平原与山区的过渡地带。杭州背山而居，导致大气污染物不易扩散。二是静风天气影响导致污染物扩散条件差。杭州市区静风和早晚逆温频率相对较高，逆温作用如同锅盖覆盖在城市上空，导致污染物滞留。三是污染物的传输和排放。冬季北方取暖排放等外地污染源传输是“元凶”，本地工厂废气污染、汽车尾气排放等也是大气雾霾颗粒物的重要来源，它们都是雾霾形成的物质条件。

根据杭州雾霾案例，进一步引导学生分析北京多雾霾的成因，从而达成知识迁移、检测学习效果的目的。

北京雾霾成因：京津冀地区西侧是太行山脉，北侧是燕山山脉，地形条件相对闭塞;遇华北地区冷空气势力弱时，近地面风力小，静稳天气污染物扩散条件差;煤炭是京津冀地区主导性的燃料污染来源，加上偏南风气象条件，使得煤电厂、钢铁厂、水泥厂等工业排放源排放和外部输送的污染物在山前快速堆积，导致沿山及山前地区空气污染最严重。

二、抵御雾霾endprint

（一）认识雾霾的危害

通过网络搜索、采访卫生医疗机构专家等途径，学生获得如下信息。

材料五：持续不散的雾霾天气，不仅影响出行，增加人们的精神压力，还给身体健康带来不利影响。雾霾天气空气质量明显降低，大雾中的有害物质会诱发哮喘、气管炎、咽喉炎和一些过敏性疾病。PM2.5粒径小，可吸附性强，雾霾中携带大量的尘埃、病菌、病毒及细颗粒物，PM2.5物质能穿过鼻腔，通过气管支气管的纤毛，被深吸入到肺部，穿过肺泡，直接进入血液循环系统而遍布全身。颗粒物本身或其吸附的有害物也通过血液到达全身，进而引发上呼吸道感染、过敏，还可能引发肺炎，对健康造成危害。发育阶段儿童、心脏和呼吸道疾病患者属于PM2.5的高危人群。

再让学生结合雾霾天自身体会，对雾霾的危害进行归纳分类，就能提高地理信息加工能力，深化其危害的认识。

（二）了解雾霾的预警信号

引导学生认识雾霾预警标准。为此，笔者设计了一个“雾霾预警大家谈”活动，让学生了解雾霾预警级别及标准。2013年1月，中国气象局对霾预警信号标准进行了修订，新规定将霾天气预警信号分为三级，以黄色、橙色和红色表示，分别对应预报等级用语的中度霾、重度霾和极重霾。

了解雾霾预警的对应预案。雾霾污染已到了什么程度、什么级别？相应地要避免哪些活动、注意些什么？具体到学校，晨练、大课间、阳光体育活动、体育课甚至一般上课遇雾霾该如何应对？这些都是学生最关心的问题。抓住学生感兴趣的问题进行拓展，能引导学生掌握雾霾预警的对应预案。现在各地为有效地应对空气污染，保护师生健康，制定了学校雾霾预警对应预案：凡遇重度污染日（Ⅲ级、黄色预警），学校要减少户外运动;凡遇严重污染日（Ⅱ级、橙色预警），学校要停止户外体育课;凡遇极重污染日（Ⅰ级、红色预警），学校要停止户外活动。

（三）应对雾霾的防护措施

结合学生经历，让学生提出雾霾天可能遇到的问题，进而思考解决问题的办法。如举办“雾霾天体育锻炼怎么练”“我为雾霾天保健支一招”（见图5）“防霾知识知多少小竞赛”（见表2）等活动。一方面，通过喜闻乐见、轻松活泼的活动提高学生的学习兴趣，增强探索的欲望，从而提高雾霾天的应对防护能力;另一方面，将学生的生活经历迁移到学习探究中，带着问题进行讨论，激发学习主动性，释放学习潜能，提高分析问题解决问题的能力。

三、参与治霾

教学时让学生获得防霾治霾知识并不难，难的是让相关知识内化为学生的理念，转化为日常的行为。因此，在教学中一方面要引导学生建言献策，共商防霾大计;另一方面要现身说法，让学生说出自己听到的、看到的、已做的或将来可行的做法，由观念转变为行动，确立个人在治理雾霾过程中应具备的态度、责任和行为准则，增强环境保护意识，形成可持续发展观念，养成良好的行为习惯。

（一）建言献策   为日后行动奠基

参与治霾分为“对人”“对己”两方面。“对人”，也就是对社会、政府、企业层面该如何治理雾霾提出看法。可组织“我为防雾霾献一计”活动，让学生在收集资料、整理资料、加工信息的基础上，结合自身已有的认知，开展讨论，形成观点，撰写小论文或研究性学习报告，向政府有关部门建言献策。

以下是学生在开展活动后提出的观点，从中可以看出当今学生的宽阔视野，为日后成为合格公民奠定了责任意识基础。

——鼓励大家绿色出行，建立公共自行车专用通道，形成“城市慢行系统”;增设自行车停车设施、推进公共自行车租赁措施，改善自行车出行环境。

——在交通拥堵严重的城市，应实施机动车总量控制，推广“摇号”购车等方式，限制机动车保有量增长速度。

——提升燃油品质，供应国Ⅴ汽柴油，尽快全面淘汰“黄标车”。

——推广利用太阳能的“光伏屋顶”和依靠自然通风采光和采用先进建筑材料的“恒温建筑”，以及实现自然雨水收集、中水储存利用的“节水楼宇”。

——积极调整能源结构，发展清洁能源，制定煤炭总量控制方案，。

——推动产业结构升级，向污染宣战，告别高耗能、高污染的生产方式，倒逼传统产业加快转型升级;鼓励发展绿色环保的产业，抓住节能环保等战略性新兴产业的发展机遇。

——作为政府部门，应出台《清洁空气行动方案》，加强对排污行为的监管。

——企业是排污“大户”，理应肩负起环保责任，实行清洁生产，通过改善设备、提高工艺等来转型升级，尽量降低污染物的排放……

总之，面对十面“霾伏”，我们并非只能束手无策，只要各方面积极作为，就能突破“霾伏”。

（二）现身说法   从今天开始行动

防治雾霾人人有责。在课堂中，通过学生现身说法，以可信、可行的事例，触及学生内心世界，增强保护环境的社会责任感，实现自教与互教。

学生A：我家在楼顶安装了一组3千瓦的光伏发电设备和一组1.5千瓦的风力发电设备。所发的电可一半自用，一半卖给电力公司。
