交通部关于天津港码头靠泊能力核准的批复

天津市交通委员会：

你委《关于核准天津港口码头靠泊能力核查论证报告的请示》(津交委港[2006]213号)和《关于确定天津港部分泊位缓冲期的请示》（津交委港[2006]231号）收悉。经组织有关单位和专家审查，现批复如下：

一、同意东突堤北侧35#泊位等11个泊位按照核准的限定条件减载靠泊超过码头原设计船型的船舶(见附件1)。给予天津港9#泊位等19个泊位3年缓冲期（见附件2）。

二、港口经营企业对于通过核准超过原设计船型减载靠泊的泊位，应严格按照核准的限定条件、船舶靠离泊方案和应急预案等进行船舶靠离泊作业。

三、港口经营企业对于给予缓冲期的泊位，应按照有关规定采取“一船一议”的方式报当地港口管理部门和海事机构审批，并在缓冲期内抓紧进行码头技术改造。

四、港口经营企业应加强对码头设施的日常检测和维护保养，加强对港口航道、港池等水域地形变化的观测，并根据通航条件和船舶靠离泊条件的变化，及时采取必要的措施，确保港口安全运营。

五、你委和天津海事局应加强监督管理，确保船舶靠离泊作业和码头结构安全。
