一、现行会计人员管理体制存在的问题

1、会计人员身份不清

(1) 会计人员的继续教育是适应经济发展“两个转变”的客观要求。我国的经济体制改革由计划经济向市场经济转变, 经济增长方式由粗放型向集约型转变。市场经济就是竞争经济、法制经济, 尤其是在知识经济和信息时代, 要求现代会计人员必须具有“四个转变”。 (1) 由报账型向管理型、决策性转变; (2) 由事后型向事前型、事中、事后全过程转变; (3) 由被动型转向能动型、自主型转变; (4) 由传统手工方法向现代高科技、网络化、规范化转变。适应形势, 更新知识, 不断加强会计人员继续教育, 培训学习尤为重要, 是科教兴国和素质教育的一个重要组成部分。

(4) 加强会计职业道德教育, 培养真正合格的会计人才。真正合格的会计人才不仅是技术专家更应是道德专家。会计人员道德意识的提高、良好的职业道德品格的形成是一个长期渐进的过程。其中, 会计职业道德教育是提高会计人员道德水准和道德决策能力的重要途径。将职业道德教育作为会计继续教育的重要组成部分, 认真坚持“诚信为本、操守为重、坚持准则、不做假账”的原则, 进一步全面、系统、多方位地加强会计职业道德培训, 提高广大会计人员的职业道德水平与道德决策能力。

一、会计职业道德含义及当前民族地区会计事业现状

会计职业道德是会计从业人员开展工作的重要行为准则和遵循。在当前经济社会形势下,会计工作中的会计职业道德既要以社会主义核心价值观为重要遵循,又要符合一般性公序良俗的社会公德要求,还必须适应不同利益团体开展经济活动的需要。因此,必须要注重对会计工作的宏观引导和行为约束。

企事业单位是开展会计工作的主体,而我国民族地区的企业往往地处边疆,受物流运输费用高、人才资源不足,信息、资本、技术条件落后等不利因素的影响,发展相对滞后。以吉林省为例,近年来,吉林虽然取得了一系列经济发展成就,但相比东南沿海地区,仍存在经济发展活力不足、人才流失严重、结构调整困难加剧等一系列问题。吉林省会计事业发展也相对落后,虽然会计管理工作早已存在,会计事业有一定的发展,但当前仍存在诸多问题。若不提早发现民族地区会计事业所面临的问题,并进行有效解决,会计事业将难以发展和提高,在很大程度上阻碍着民族地区的经济健康发展。

二、当前民族地区会计人员职业道德问题的成因

1.民族地区会计从业人员职业素养有待提高。

2015年,国家财政部对通过会计专业技术资格的相关情况进行了公布,截至2014年底已累计有515.6万人取得了会计资格。从统计情况可以看到,会计从业人员中具有初级能力水平的占总人数的67.7%,高级仅占2.7%,是典型的“金字塔”结构,这与发达国家和地区会计从业人员中中级占比一般达到40%的“纺锤体”结构相比,我国会计从业人员的层次、结构和水平明显偏低。而在人才培育、储备上并不占有优势的民族地区,情况将更不容乐观。尽管财经法规与会计职业道德在考取会计从业资格证时是一项重要的考核科目,而每一位从业人员也都顺利地通过了考验,可总有一些人在日后的工作中却渐渐忘记了初衷,开始监守自盗。这些问题也说明了民族地区会计职业道德建设任重而道远。

2.为追求部分个人利益而弃职业道德于不顾。

民族地区现行市场监督管理机制还有待加强和提高,一些企业、单位领导者会为追求个人利益或政绩而指使会计从业人员背离职业道德篡改会计数据,假造凭证、账表,账外设账,偷逃税收、粉饰业绩。违反国家法律法规,弄虚作假,对其个人和企业发展蒙上阴翳,也对国家经济健康和长远发展埋下隐患。而会计从业人员也或在利益的驱使下,或屈于强权保全自我,助长了财务工作中的不正之风。

3. 缺乏有力的监督机制,法律法规尚待完善。

一些地方政府往往把经济效益和发展速度放在首位,而对监督和管理的重视程度不够。我国会计法律规范体系建设正在逐步完善,但与发达国家和地区相比,仍然存在法律法规不够完善、监管部门掌控力不足、立法前瞻性不够、内部协调性不强、虚假会计信息司法惩治体系不完善等问题,与国际通行的会计准则之间尚未接轨。这些问题具体表现为:各监管部门间缺乏沟通衔接,效率低下;内部和外部监督相脱节,人为因素重于规章制度;法律约束机制存在“盲点”,会计监督体系不完备;岗位风险点管制能力差,监督功能缺失;等等。

三、夯实民族地区会计职业道德建设的建议

会计法则的贯彻执行和企业生产经营管理活动的正常开展,都离不开会计从业人员的职业道德建设。特别是在股份制公司依法对股东信息公开、公众对知情权和公平正义的要求不断提升和当前经济社会发展“新常态”的时代背景下,会计从业人员不仅要有较高的业务水平,还要有高尚的职业道德。

1.加快民族地区经济发展建设,促进会计事业发展。

对民族区域自治的地方政府而言,民族问题的正确处理和区域经济的发展水平,直接关系到边疆民族地区各族同胞的幸福指数和社会的长治久安。党中央对民族地区的发展和稳定历来高度重视,连续制定和实施了一系列优惠政策,经过各族群众多年来团结一心的艰苦奋斗,民族地区经济社会各项建设事业取得了举世瞩目的成就。在新的历史时期,民族地区更应抓住时代机遇,充分把握利用国家西部大开发、长吉图开发开放、一带一路等国家战略,促进区域经济发展,进一步为会计事业的发展搭建良好平台,拓宽渠道,提供机遇。

2.加强会计职业道德和业务知识的相关培训。

重塑会计诚信,既依赖于法律法规的强制保障,更要靠培养会计职业道德,从根源上解决危害。机关事业单位、企业和社会组织及一切经济活动的正常运转都离不开会计人员,所以会计人员的“德”与“能”更是直接影响财会工作的效能和对经济动态反映的真实程度。鉴于我国民族地区当下会计从业人员整体水平,进行相关继续教育刻不容缓。同时建立完整的人才市场,建立一定的激励机制,对会计行业的优秀人才进行鼓励和表彰,采取优胜劣汰制度,激发从业人员的工作热情,促进其注重自我提升和能力的培养,从而带动整个行业的积极健康发展。

3.对民族地区会计从业人员推行双语或多语言的继续教育。

目前,我国少数民族使用本民族语言的人数达6000万,占少数民族总人口的60%以上,使用本民族文字的人数达3000万。民族地区有大量特色经济支柱产业,少数民族语言、文化、艺术是推动发展的重要因素。基于当前民族地区语言现状,开发双语或多语会计人才有利于建设地区特色会计事业,推进民族地区特色经济事业发展。设立相关会计人员继续教育机构,组织实施双语或多语授课和教育,对民族地区会计事业发展将有极大的益处。

4.进一步完善市场监督管理机制,加大对不法行为的打击力度。

我国民族地区各行业内有大型规模的企业少之又少,而大部分的中小企业领导者缺乏对会计工作和相关法律的深刻认识。尽管我国当前已形成了由单位内部会计监督、政府监督和社会监督构成的,这种相互联系、相互依赖、相互制约的会计监督体系,但仍有大批利令智昏的企业单位,面对利益趋之若鹜,不惜走上违法犯罪的道路。究其原因不过是他们所能得到的利益远大于制造假账带来的风险。因此我国应创新监督机制,可考虑在企业内部引入第三方独立监督机制,形成全面立体的监管体系,促进企业财务信息透明化、公开化,这将对企业制造假账起到极大的约束作用。

5.严格执行法律法规对从业人员的管理,完善监管体系。

要不断提升加强对会计从业人员监管工作重要性的认识,特别是少数民族地区的相关政府职能部门,要进一步明确会计监管中监管的主体、客体和监管范围,建立健全会计业务相关的财经政策和法律法规;要加大对财会违规操作行为的惩治力度,督促会计从业人员切实贯彻本系统本行业相关会计工作制度;要不断完善会计监管责任追究制度,对执法人员“不作为”“乱作为”加大责任追究力度,依法进行处理,确保执法质量,为会计事业的正常开展和经济健康发展保驾护航;要不断探索会计监管新模式,积极借鉴国内外先进监管理念、模式,使之与经济形势同步动态发展。

总之,尽管当下我国民族地区会计行业职业道德面临种种问题,形势不容乐观,但随着国家治理体系和经济结构转型的不断深化,会计行业也会产生一场深刻的变革。不久的将来,会计的职业道德将会从目前依靠个人自律和强制性、被动式监管转化为一种行业生存发展的必然前提,高尚的会计行业职业道德将成为开展业务工作的系统规定和个人自觉,这也是经济发展和社会进步的必然要求。我国民族地区会计行业风气必将焕发崭新的风貌,从而更好的推进会计行业健康有序发展,为经济建设做出应有贡献。

What do you say? Usually, moments later, you realize you’ve accepted a salary far lower than you wanted. Although you were prepared to negotiate your salary, you panicked at the last minute and lost your nerve. As you leave the interview room, your excitement at getting the job is tainted. You can’t help feeling undervalued, even a little duped. Ask for too much and you risk looking unrealistic, over confident, maybe even greedy. Ask for too little and you risk undervaluing yourself and your contribution, and ultimately being underpaid. For many of us, salary is one of the most important factors in taking a job, but it’s often the hardest to deal with.

Nerves got the better of her and worried about sounding greedy, she suggested a lower amount. When she was offered the job, there was the salary she suggested, right at the start of the offer letter. She wasn’t surprised but she was disappointed. So how can you avoid this happening to you?

Research is essential when it comes to suggesting a reasonable salary. Take time to look though job advertisements for similar positions. Research the WWW or post a question in a forum or on Yahoo! Answers Research the Company too. A large Company, if asked, will probably have more scope to offer you a better benefits package than a smaller one.

-Don’t initiate salary discussions or say anything about pay during your job interview unless asked

-If you’re asked for a figure, suggest a range rather than an actual figure. This gives room to negotiate if a firm job offer is made during the job interview

-If you’re offered the job and reach agreement on a salary, make sure the written job offer states this amount clearly

-The most important thing to remember when discussing your salary is that it is a negotiation. Like any form of bartering, the first figure you mention in the job interview probably won’t be the figure you agree on. But it’s a place to start.

-Be confident about what you’re worth. Recognise that you’re bringing something unique to the Company, and that you’re worth the wage you’re requesting. Even if you’ve only jusfinished school or college, you still have something unique to offer and it’s important to bear that in mind as you think about salary negotiation.

-Remember also that it’s not easy finding the right person for a job. If you’ve impressed the interviewers enough to employ you, you have the upper hand and paying a little more to keep you isn’t too big a deal. So ask for a slightly higher salary than you expect.

-If the job advertisement mentions a salary range, employers will be prepared to pay more for the right candidate. If you’re a little uncomfortable asking for the top figure, choose one just above the mid-range. This gives the impression that you are worth a good wage and is a great place to start.

Assuming an advertised salary range of $30,000 to $42,000, you might say this:

“I’m expecting a salary in the region of $38,000, based on my knowledge and experience”.

Remember that salary is not everything. If the salary is less than you hoped and the Company won’t or can’t go any higher, ask about other benefits which are important to you like training courses, financial help with further study and so on.

48、Salary Negotiations

If you’re asked what your salary requirements are, say that they are open based upon the position and the overall compensation package. Or tell the employer you’d like to know more about the responsibilities and the challenges of the job prior to discussing salary.

Another option is to give the employer a salary range based upon the salary research you’ve done up front. Once you’ve received the offer you don’t need to accept (or reject) it right away. A simple “I need to think it over” can get you an increase in the original offer.

And if you’re ambivalent about the position a “no” can bring you a better offer too. I turned down a position I knew I didn’t want, regardless of salary, and received three follow-up phone calls upping the compensation package.

49、Negotiating a Raise

Be aware of company policy regarding compensation. Be flexible. Would you consider an extra couple of weeks vacation instead of a raise? I know someone who’s regularly taken time-off instead of money and now has six vacation weeks a year… Then, ask your supervisor for a meeting to discuss salary. Present your request, supported by documentation, calmly and rationally. Don’t ask for an immediate answer. Your boss is mostly likely going to have to discuss it with Human Resources and/or other company managers. Despite your best efforts, there may simply not be enough money in the budget to increase your salary or compensation package offer. The company may also not want to create inequities by paying one person more than others in a similar position. In that case, you can at least know you tried. -One of my greatest passions is helping others. When I was younger, I’ve enjoyed helping mom with household repairs. As I grew older, that habit grew and I desired to help others as well. I like helping people find solutions that meet their specific needs.
